The South Coast ESD Early Intervention / Early Childhood Special Education Program (EI/ECSE) provides special education services in Coos County, Curry County and Reedsport to children from birth to kindergarten age that demonstrate a significant developmental delay in one or more areas and/or meet disability eligibility criteria in one of the following categories:



• Communication Disorder


• Autism Spectrum Disorder


• Hearing Impairment


• Visual Impairment


• Orthopedic Impairment


• Other Health Impairments

• Specific Learning Disability


• Emotional Disturbance


• Intellectual Disability


• Deaf Blindness


• Traumatic Brain Injury

Referrals can come directly from the child's family or from others involved with the child. There is no cost for EI/ECSE services to families. Please contact us at 541-269-4524 to start your referral.

When Should I Refer A Child For Screening And Evaluation?

Refer any infant, toddler or preschooler suspected of having a developmental delay, including problems in how they:

  • Respond to others
  • Play
  • Learn

Where Can I Refer A Child For Screening And Evaluation?

All referrals for screening and evaluation go through the South Coast EI/ECSE program office at 541-269-4524.


What Happens After I Call About A Child?

With the parent’s permission, the child may be screened and evaluated to determine if he/she has a delay that makes him/her eligible for EI/ECSE services. If so, an Individual Family Service Plan (IFSP) will be developed to address the child’s special learning needs. A team of professionals and the child’s parents work together to develop the IFSP.


What Is An Individual Family Service Plan (IFSP)?

The Early Intervention (EI) and Early Childhood Special Education (ECSE) programs provide family-focused, home-based, or toddler group services for children who are birth to three years of age, and individual, small group and/or preschool based services for children who are three to five years of age.


Is There A Cost To Families?

There is no cost for EI/ECSE services to families.
